FINANCIAL OFFICER

It's the duty of the Financial Officer to handle all the financial matters of the Graduate Student Council. Since the chair also has signature authority over the GSC accounts, it is possible for the Financial Officer to be away during the summer, but he or she must maintain frequent correspondence. Specifically, this officer should:

  • Manage a $200,000 budget, and administer the operating and programming partition (about $100,000). Keep track of ASSU accounts 2640, 3050, 3055, 3160.
  • Advise GSC members and ASSU executives on fiscal policy
  • Represent the GSC at biweekly ASSU Executive Committee meetings
  • Serve as a member of the ASSU Legal Counseling board of advisors
  • Issue payments, reimbursements, check requests; and originating journal transfers to GSC members and designee, officers of VSO's, vendors, and contractors.
  • Interact with ASSU banking, student group leaders, financial officers of VSO's, and Stanford Student Enterprises groups to assure smooth transactions and good communication
  • Administer the GSC payroll
  • Consult with ASSU accounting staff to assure correct discharge of fiscal procedures
  • Attend funding committee meetings where the input of the financial officer would be particularly valuable (e.g. controversial groups or groups requesting large amounts of money)
  • Keep track of GSC finances
  • Be prepared to answer any budget related questions as the GSC discusses programming or funding proposals.
  • Develop a plan for the GSC's reserve funds
  • In consultation with other GSC officers, propose a budget at the end of his or her term for the following year
  • Serve as the primary signing authority for the GSC accounts with the ASSU
  • File with the ASSU all transactions from the $35K operating budget (accounts 3050, 3055, and 3160) and $70K programming budget (account 2640), except for funding committee disbursements. This includes filing check requests, journal transfers, and payroll forms.
  • (Optional) Serve on financial committees such as the Special Fees committees or joint special fees review committee
  • (Optional) Have prior familiarity with accounting and ASSU banking
