Polina describes the general funding process again. See previous minutes if you would like this information.

i. GSB Management Consulting Club
Workshops to help students prepare for interviews with case interviews. This is applicable to people beyond the GSB, such as others going into consulting. Held on October 3rd, with sessions at12-2pm, and 9:30-11pm. Requested $2,850, recommended $900. ($750 for speaker, $150 for snacks). Currently, students are paying $48 to attend, but hopefully ticket prices could be lowered if some funding is approved. Open to up to 60 students. Giving $900 passes by consensus.

ii. Shaking the Foundations Conference
Conference held at the Law School. Series of workshops, panels, and keynote speakers, etc. All student organized. Topics include the future of the death penalty, voting rights, racial justice, etc. Expensive event due to panelists coming in. They’re a public interest group, so rely on outside funding. Conference held October 5th and 6th. Fee for students is $5 now, $10 later. Attendance was 250 last year, hoping for more. Requested $5650, recommended $4200. Giving $4200 passes by consensus.

iii. Romanian Student Association
Barbecue this Friday, September 28th. Requested $350, Recommended $350. Giving $350 passes by consensus.

iv. Comedy Club
Secretary note: The recorder ran out of batteries at the very beginning of this presentation, but batteries were replaced quickly.

Some history of the comedy club:
Have done 59 shows since Jan 31st 2006.
-15 Winter/Spring shows: $200 each from GSC funding to 750 for activities.
-14 summer shows $100 from GSC and $100 from 750.
-30 Fall/Winter/Spring shows $160 each from GSC through Comedy Club.

GSC previously gave $4800 with intent of Comedy Club becoming a special fee. Made it on ballot with 1139 signatures, but failed to pass (780 said yes (46.4% voting, 10% total population), 902 said no, 566 abstained). Melahn points out that no grad group has ever passed the special fees.

The Comedy Club is currently requesting $8000 from the GSC ($200 in marketing expenses, $7800), which covers the cost of 30 shows this year.
Comes out to $260 each show, which will be matched with $160 from Pub in food and drink for comics

Will have 6 comics per show: (Headliner, 4 features, host). Comics have transportation costs, at the least driving from around SF, which is part of their payment. The headlining act would usually get paid $500 per show, but it costs us less because the events are on Tuesdays.

So far, 176 comics have performed, and 66 are will not perform until we can pay better. Of the 176 comics, 30 would likely perform for free, 54 would require a little payment to at least cover their gas, and 92 require more significant payment as they do this or a career. Want more funding this year to be able to pay the 66 new comics who have higher fees and continue to pay the past comics who won’t come out for free.

Comedy Club provides comparisons to the budgets for other special fee groups (groups that have a high operating budget). Also lists other student groups who have gotten high budgets from the GSC with comparable membership numbers.

Fen asks about honorarium, Polina reiterates that the cap is $750, typically per event, but it is unusual for a group to ask for so many honorarium.

There is a discussion about attendance at the Comedy Club events. Melahn and other members of the Comedy Club report 100 people when he counted, others who have attended estimate closer to 60, but in general, there seems to be a crowd in the GCC.

Euan asks about the collection which has been there, which gets between $8 and $30, which goes to the comics.

Adam B. reports that the Comedy Club was given a lot of money initially as a new student group, but was expected to later get special fees status. They were also recommended to work with other groups such as the Speakers Bureau and Concert Network which co-sponsor events, and also to work with Undergrads for funding. Adam also reports elections time trouble with Comedy Club advertising, but Melahn disputes this.

Shireen reports having gone and found the content objectionable. Melahn reports that comics could do cleaner material, but he hadn’t heard any complaints.

Melahn also reports that he did ask to work with the Undergrads, and Hershey does agree that Melahn asked at the end of spring quarter. However, Comedy Club was not flexible in location, and 750 is not so great for undergrads.

Donna responds to Adam B’s comments about that the Comedy Club should be working with Speakers Bureau, arguing that this isn’t really feasible, because of the set-up of smaller weekly events. Donna really likes that it is weekly, and would want funding to come from somewhere, even if it cannot be through GSC funding for student organizations.

Moshe argues that many small events are just as good and should be funded as well as fewer larger events.

Kristina breaks vote into two parts. First is $2480, which is the amount recommended by the funding committee as coming from the Graduate Student General Fee. Second vote is for an additional $5620, which would need to come from the GSC reserves. Short discussion ensues about the GSC reserves.

First vote ($2480 from GSGF): Objection to consensus. 8 for, 1 opposed, 3 abstaining. This amount passes.
Second vote ($5620 from reserves): Objections to consensus. 1 for, 7 opposed, 4 abstaining. This amount fails.

Melahn asks that an intermediate amount be voted on from the GSC reserves.

Rhyan brings up the point that funding the Comedy Club failed in a referendum (the Special Fees vote), so it would be irresponsible to approved it. Donna says that we have gone against referendum votes in the past.

Third vote for $2000 from reserves.
3 for, 6 against, 3 abstaining. This does not pass.

5) 7:00 Programming (Justin and Adam S.)

Needs volunteers for Oct 5th Welcome Back party, lots of roles, including server, sober monitors, set-up/take down. Donna reminds us that it’s expected for GSC members to help out or find a proxy, because we can’t just fund events and expect CAs to do all of the actual work at the event. So far only 7 of 12 people who are present at the meeting have signed up to help, so Justin encourages those people to sign up or find a proxy to work for them.

6) 7:02 ASSU Update (Hershey)

Lots of new things.
-Constitutional Council Interview Committee has found its two needed members (for a total of 4).
-Old Union is now open, lots of fun stuff, including new eatery (Axe and Palm), GSC office over there, meeting rooms over there too. Have a party this Friday, which will possibly have members of Santana performing. They have created a programming board for events at the Old Union, have $4000 so far, aim to have $10,000 over the year.
-Gender neutral housing board is starting, so talk to Hershey if you want to be involved in that.
-Social events – Mausoleum will be on actual Halloween, Wednesday October 31st. It is a dry event, which is a possible turn-off for grad students. Marja also says that undergrads don’t like us at their events anyway (“sketchy grad student” stereotype), which also may make grad students less interested in attending.
-CourseGuide is up and running through Axess, and has many ratings of courses available.
-SSE is starting a bartending class. Will have entrepreneurial funding for innovative student groups. Donna recommends using people who pass the bartending course to staff future events calling for bartending.

7) 7:07 Assistant for Graduate Elections (Ryan and Bernard).

Ryan is this year’s elections commissioner. Ryan welcomes any emails with suggestions about next year’s elections. Can be best contacted at woessner@stanford.edu. Most importantly, they need to find an Assistant for Graduate Elections. Workload would be 1 hour a week in Autumn quarter, 3-4 hours per week in Winter, and 5-10 hours per week during elections time in beginning of Spring quarter. No one who is officially involved in GSC as voting member or paid member can take this role. Ryan has a list of specific duties that this person would be doing. Kristina suggests that Ryan make up an advertising and send it out on the GSC listserve. Every member should then spread the word and find someone to apply for the position. The position pays $1500. The person would only do the graduate side of elections, with a focus on getting out the vote for graduate students.

Start with description of how the funding process for groups works. Have a Monday committee meeting to meet with the groups to go over their requests, and take into account factors such as how much similar events cost in previous years, as well as caps for different categories of funding and arrive at a recommended amount for the group.

i. Stanford India Association – Asking for first-year welcome party, which has been a tradition. Will be held October 6th at Bechtel international center at 6:30pm. Are doing slightly larger scale this year, including six panelists from around Bay Area, who will talk about their experience. $1,815 recommended by committee. Passes by consensus.

ii. InterVarsity Graduate Christian Fellowship –
They are holding a number of events, presented here in reverse chronological order.
a. End of year banquet bringing everyone together.
b. Francis Collins coming to talk about ‘The Language of God.” Hoping to have a large event, held in Memorial Auditorium. Has been very successful at other schools, including MIT.
c. Welcome dinner to regroup, and get their name out there. Expecting 120 graduate students to attend.
d. $2,269 recommended overall. Passes by consensus.

iii. Biomedical Association for the Interest for Minority Students
Holding the following events:
a. End of year banquet – Recognizing student achievements of all sorts, the event includes both students and faculty.
b. Series of Fall quarter workshops – meant for first year students to help with practical things like reading journal articles, applying for fellowships, etc.
c. Group outings in fall and spring quarters.
d. Dinner for Hispanic Heritage month.
e. Holiday Dinner Party including families.
f. Spring Barbeque held with three other groups (medical student groups).
g. Welcome BBQ.
Requested $3375, Committee recommends $2335. $2335 Passes by consensus.

iv. Persian Student Association.
Welcome dinner with 150 people. To be held October 9th in GCC. Recommendation of $800. Passes by consensus.

v. Stanford Canadian Club
Canadian Thanksgiving dinner. October 7th (Sunday) at I-center at 6pm. Traditionally has a huge turnout including many non-Canadians. Requested $3015, committee recommends $1580. This amount is based partially on history for cost of the event, which is lower than their request. Passes by consensus.

vi. Asian American Graduate Student Association
a. API Heritage Month in May, having a dinner.
b. Two speaker events in collaboration with APAMSA (Medical student group). Topics might include mental health, alternative medicine.
c. Barbeque.
d. Iron Chef – The group has diverse membership, which makes a cooking battle of different styles interesting. (They target Asian-American’s specifically, leading to a broad spectrum).
e. Karaoke Party –
f. Spring Fever Party – Had last year too. Social event.
g. Welcome dinner.
Asking $6,600, recommended $4340 overall. $4340 is approved by consensus.
Last year the group had 150 members, but only started partway through the year, so they hope to make use of orientation and this series of events to increase membership.

vii. Asha for education – Awareness event in November. Looking to go across Bay Area in terms of brining people to participate. Want to rent out Oak room, bring Indian Rock bands. It will be a ticketed event. Requested $1787, committee recommended $957. Kristina asks how we deal with funding events that require tickets and are not free, Adam B. says that’s okay, as long it’s open for everyone. Also, it is pointed out that the tickets are meant to cover some costs, not fundraise, as the focus of the event is about awareness. $957 passes by consensus.

5) 6:28 NGSO Update (Polina) –

Highlights of the week- move-in, Trivia had 11 teams at 750, successful Grad School 101 sessions with Q and A with between 50-100 people at each session. Welcome BBQ is tonight. $10 tickets didn’t sell so well, $5 tickets selling much better.
Rhyan asks about orienting students who have atypical schedules (many professional schools), who may not have benefited as much from the current schedule of events. Polina would love to address that in the future, with more volunteers.

6) 6:32 EV Graduate Student Family Welcoming Book Event (Kristina for Andy Hernandez).

Asking for $1000, which we had previously approved as a line item, so we don’t need to approve anything new. They have held this event for 5 years, which has been very successful. At the event, they will give books, t-shirts, have a book exchange, invite representatives from Palo Alto library, Work-life office, etc. The 400 books they expect to give away will cost $1000, which is what the GSC is covering. Costs for other parts of the event will come from other sources.
One of the meeting attenders mentions being part of a group that donates books. Kristina will put him in touch with Andy.

7) 6:35 Cupertino Shuttle Update (Zakai).

Many details of the costs and details of the shuttle on handed out sheet.
Cost is $72.74 per hour * 5 hours * 10 weeks in quarter = $3637, plus signs for Marguerite to update signs and schedules, so approximately $4000 total. Busses will leave the GCC at 1:17, 2:37, and 3:57, and the last bus leaves the food markets at 4:35 (these are approximate times, we may change after a test run).
They have ideas about advertising, which are very cost effective and include targeting the I-center and student group list-serves of populations that might be interested in the stores the bus goes to (Chinese food at Marina Food and Ranch 99, Indian food at India Cash & Carry, Korean food at Hankook Supermarket). They are asking for $4000 to run the shuttle for the quarter, which is how much we sponsored last year. Last year there about 60 riders per week, which weren’t as many people riding as would be hoped, but hopefully by starting it in fall and advertising heavily it will be better. Two main differences for the fall that could improve ridership are that the shuttle now goes to more stores, including different types of ethnic food, and also, there is a clearer advertising plan. There will be a more precise count of people riding the Cupertino shuttle this quarter, to aid in future evaluations of the program. George thinks 50% full on each bus would be good goal. Rhyan suggests asking for support from the targeted supermarkets themselves, under the idea that if we are bringing them substantial business they should be willing to help, but the supermarkets have not expressed interest in this collaboration. Other potential sources of funding include the I-center and Graduate Life Office. Both groups are supportive of the idea, just haven’t yet had the chance to request funds.
Adam B and Maxim recall discussions about the shuttle line in previous quarters about how funding for any future quarters should be dependent on proven levels of use of the shuttle, and this evaluation has not really occurred, despite additional money being given. Kristina would like to fund this quarter, with the additional stops and increased marketing, and have a later discussion about whether these improvements have increased ridership to a higher level. Kristina asks Zakai to report back in a couple of weeks about how things are going.
Justin recommends asking the alumni association for financial support for the route. George recommends flyering to help with further advertising, and proposed $200 additional to help with this advertising. George asks about having fewer busses, but Kristina reports that the current schedule is already bare bones, having been pared down across conversations throughout the summer.

George makes a motion to fund the Cupertino Shuttle for $4200.
There is not consensus, so moves to a vote.
8 for, 1 against, 2 abstaining. Passes by majority.

9) 6:49 Constitutional Council Search Committee (Adam B.)

For background information, the Constitutional Council is compared to the US Government’s Legislative Branch, whereby they hear cases of wrongdoing in other branches. In our specific Stanford case, they most frequently hear cases regarding elections. Members of this group cannot be elected GSC members.
Currently, the Constitutional Council is short of members, and there is a search committee to find new members. Currently the search committee has 2 people, but 4 would be ideal. Being on the search committee is a year long commitment. Rhyan volunteers to be on this committee.

10) 6:54 Programming (Justin and Adam S).

i. Welcome Back Party. Planning for the Welcome Back party is going well. They’ve made a flyer, which Justin brings to show. Need volunteers for the event, and start to pass around a sign-up sheet, but many people are not here, or had to leave earlier in the meeting, so this will be repeated at a future meeting.

ii. Saturday Tailgate – Had thought about having a tailgate for the football game this weekend, but didn’t ask for the money in time (need to ask two weeks early), so they are changing plans. Thinking it will cost about $1000. Have talked to Alumni association about possibly funding the event, but have not heard back from them yet, so it is unlikely that the money will come through in time for this weekend. Will look into have a tailgate during homecoming weekend.

ii) Retreat – One option was October 13/14th, which would be the homecoming football game (and possible tailgate), which wouldn’t be a good overlap. Recommend sending out emails again to members to vote for good weekends. If you’re an active member, please respond! They are thinking about having the event at “retreat” places, like big houses, rather than hotels. One option is Pajaro dunes.

i. Please be aware that all meetings are recorded and will be made available on the GSC website.
ii. The minutes from the last meeting (8/22/07), with the following changes, are approved by consensus:
– Correct the spelling of Hershey Avula’s name in the attendance.
– Dean Power’s last day is September 14th, not September 4th.
– The post Big Game Party is a Row Block Party, rather than Road Block Party.
– The correct date for the Mausoleum Party is Saturday October 27th, not Saturday October 26th.

i. Persian Student Association – They are hosting a food event on September 23rd as part of the observance of Ramadan. During the month of Ramadan, observers fast during the day, and break the fast after sundown. Different student groups host those dinners during the month. Based on attendance in previous years, the group expects 200 people to attend. They plan to have food from a Persian restaurant, with a total cost for the event of about $1500. The group has already requested $500 from other sources, and so requestis $1000 from the GSC. The request for $1000 passes by consensus.

ii. Bahai Association at Stanford – They are hosting an event on September 16th with a speaker coming in, to be followed by a discussion. The speaker is Steven Phelps, PhD (from Princeton), who will talk on ‘The New Atheism Reconsidered: Is God a Delusion.’ The group expects 40 people to attend, and have already reserved the Nairobi room for the event. Are requesting money for snacks to be served during the event, which per GSC guideline standards is $3 a person, or $120 total. Thus, the funding committee recommends this amount, rather than the requested $40. The recommendation for $120 passes by consensus.

iii. Spicmacay – Spicmacy is a new student group this year, hosting their first event. They are organizing a dance performance event, with an invited dance troupe which will demonstrate the Manipuri Dance style, which originates from Northern India. They estimate that the event will cost over $3130, and that other sources will contribute $700-$800, so they are asking the GSC for $2630. The funding committee recommends $2050 in light of caps on aspects of the event, such as honorarium, which is high in this case because it is a group of people performing, rather than an individual. Some money from the original request is thus shifted into other categories, such as auditorium rental, to balance the group’s request with the GSC’s limits. The recommendation for $2050 is passed by consensus.

iv. French Stanford Student Association – not yet here [Secretary Note – This item was later discussed in New Business]

v. Asha for Education. This is a community service group that is primarily graduate students, and this is the first time they have asked for money from us. As a point of interest, Asha means Hope in Indian. They originally wanted to have an off-campus trip, but the GSC guidelines for funding groups require on-campus events, so they have changed their event to be a hike to the Dish, followed by food and discussion of what the group is about. This plan means that up to 75 people will be able to attend. The committee recommends $375 for event food and $90 for food supplies. The request for $465 passes by consensus.

i. Cullen reports that the next Alumni Association board meeting will be held September 20th and 21st. Asks if there are any graduate student issues in particular that we would like him to bring up. There are no suggestions at the moment. However, this prompts us to think about our progress (or lack thereof) on the Graduate Student Survey, which would likely have some interesting items to report to the Alumni Association. Anyone who has not yet completed his or her report on the data is again urged to do so quickly, so that we can create a cohesive write-up, and prepare to present this to the rest of the community, including the Alumni Association.

ii. Funding Request – The French Stanford Student Association representative arrives, so we discuss their funding request. They are hosting a welcome party primarily for new students (but open to anyone), which will be held on October 4th. The committee recommends $350 for food and $50 for supplies for this event. In the beginning of December they will have a Wine and Cheese party, for which the committee recommends $400 for food and $50 for supplies. The request for a total of $850 passes by consensus.

iii. Fen wonders whether the GSC will be holding a fall retreat. George will look into this. In the past, this event has apparently occurred in October, and included any interested new students.
